For the same reason that the -1 that the Jol-Nar have does not significantly affect the way their first 3,4 or 5 turns go, so too does the +1 not have that great of an effect for the Sardak.SUPERCHEATSHEET in a booklet format! (3.5 in. No starting tech and nothing other than a +1 to combat rolls to give them a boost at the start. Lastly, I'd be willing to go so far as to say that Sardak N'orr are the only "bad" race in the game. That said, small games and those with a heavy focus on others getting unit upgrades favors them heavily and could concievably propel them quite far. They seem to suffer from a combination of early united front against their aggression, and their trouble in scoring tech objectives. I've only seen Nekro played once, so I cannot quite comment on how effective they are over a number of games. This one is pretty dependent on the table meta thought from what I can gather, and they don't quite have what it takes to be tier 1 with that in mind. There are a number of trading strategies I've seen used, each keeping them relevant enough to still be a good race. TG are very flexible, and trading action cards is very underrated, but hugely effective in practice (if you can remember that you can do it). Hacan are also another race that are solidly atop tier 2 in my opinion. Your only real path to victory is leveraging your unique promissory to the absolute best of your ability. You can also get stalled out turn 1, unless you care to activate systems and have nothing move in. This and the inherent fear the rest of the table has of a warsun make things bleak at the start. Muaat to me belong either at the bottom of tier 2 or in tier 3, simply because the benefit of having a warsun at the start of the game is not offset by the terrible racial abilities that would drain all your CC to use (not even a good deal).

From what I have seen, they have one of the more adaptable racial kits, and I think they are atleast at the top of tier 2 or even top tier. Sol have a great 2 carrier start and an excellent extra CC per turn, which is one of the more consistent and useful race specific traits. I would argue Creuss are solidly in the center of tier 2, given their unique techs and amazing map pressure once they have their flagship.

There are also a couple races that you may have undervalued a bit. You might be overestimating the Mentak a bit, their steal ability is not quite as strong when people take efforts to deny it. I am a fan of the 3 bucket categorization you have here though. My reasoning for tier 1 races is that they will always have their advantages and be able to leverage them effectively. Just speaking from my personal experience, I've found a couple of differences in my dozen playthroughs so far.
